 Black bits in faucet head

Hi Gang! This is in a condo complex. City water. No water softening. Electric water heater. No other owners or association have had issues or heard of this problem.

In the kitchen sink. The faucet is maybe 3 years old. One of those Delta goosenecks with a pull out head. Very low water pressure hot and cold. I took off the aerator and some soft black bits came out. Unscrewed the head from the hose and even more came out of the head. Water pressure is much better. After another day, pressure went down again, cleaned it out again with more bits coming out.

Any idea where this stuff is coming from and what it can be? Could it be the flexible supply hose washer is breaking down? That's the only thing I can think of...

Thoughts?

If it's not the supply lines, then it could be the rubber washers in the supply valves.

Did the removal of the black debris resolve the flow and pressure issue? If not, what material is your water pipes?
