I bought a water heater less than a year ago. It will fill our tub with 2 inches of water then shuts off. A minute later it starts running again for a minute then shuts off again. It's like there's a ghost turning it on and off. Our plumber told us it's because it's an energy saver water heater. Do all energy saver water heaters do this?
