 No warm water in shower, only hot/cold

Just bought a newly built house, our shower is not producing warm water, we just get very cold or very hot. Forgive me as I don't have much knowledge in plumbing. Not sure of the brand, but the shower has two separate heads, as well as body sprayers. There two different on/off valves, each with its own temperature control. One set controls the two shower heads, the other controls the body sprayers.

The plumbing contractor has been in a couple of times now looking into this, and has concluded that the water supply lines are crossed over, such that hot is tied into where cold should be, and vice versa. They are planning to come in and open up my wall/floor to switch them around. I can't see how this would fix the issue though, in my mind if this was the problem wouldn't you just get hot water when you turn the control on cold, and the other way around? OR are these valves and temperature regulators more complicated.

Without being on site, it is most difficult. Hold your contractor's feet to the fire and make sure they correct their errors.
