This 40 year old toilet has a Backflow Preventer that is leaking from the underside. Although the BP is plastic, there's a hanging metal chain underneath it that appears to have corroded, with the small but continuous leak of water causing the tank to continuously fill to the overflow. Can the leaking BP be bypassed or will I have to replace it? Thanks.

It is NOT a backflow preventer, it is a flow diverter to flush the toilet's rim. The leak in in the fill valve and needs to be repaired. Replacement is seldom necessary.

Parts are available for the American Standard Vent away toilets.
If the water is not shutting off, you need a water control assembly, probably a new backflow assembly, might as well install a new flush valve while you're in there.
That said, they are expensive. In my experience it usually ends up costing more to repair that model than to replace with a decent toilet.

Might be able to use a plunger repair kit, but I'm usually not that lucky.
