 Humming /tuning fork sound. Hot and cold water (tornado siren loud )

My house has developed a new humming/tuning fork sound when water is running. It is worse with hot water. Like running a finger over a wine glass or blowing into a beer bottle. The sound is signifcantly louder in the early morning and late evening, but consistent. Morning evening it is constant when water is on. During the day it occurs primarily for about 2 to 3 seconds when water is shut off or turned on. Also seems to be worse with hot water, but occurs when running hot or cold. Running hot and cold together seems to alleviate the noise somewhat. I've read that it could be toilets and attempted to isolate valve issue on toilet with not luck. Pressure regulator doesn't seem to have excessive vibrations. I have an expansion tank on the mainline. Trouble shooting help please?

It is usually the pressure regulator or a water softener.
