We bought a newly remodeled house in September. The main floor bathroom is original, but with new hardware. The upstairs bathroom is a new addition. The lower level toilet clogs constantly - not just with solid waste. The new toilet never clogs. When we moved in, there was a nearly empty roll of paper towels on the back of the toilet, leading me to believe the workers were using that instead of TP. We have to plunge after nearly every single useage. I tried a drain auger - which I discovered after the fact that it scratches the porcelain - and it didn't seem to work. Do I try with a toilet auger or is it plumber time? Thanks.

It could be either, or neither, depending on WHY it is getting clogged. WE cannot tell from here and would have to be there to do our own testing to determine the problem and the cure.

Check out this Auger that has been modified by straightening out the end of the wire. Also not the Red Rubber protection from scratching the bowl. Good luck

Can't really see it so will have to take your word for it but in 60+ years I have never had to modify the end of a closet auger to make it work better.

Paper Towel may/can cause the issues you described. I'm not sure if you were provided with a warranty or the name of the company that did the rehab, before you purchased the house. I would consider a licensed plumber, who has the right equipment and knowledge.
Take the bill and send it to the house seller.
Best Wishes
