 warm spot on slab floor

I have read a bunch of posts that say a warm spot on the slab floor indicates a warm water line leak. That is probably the issue, and I have a plumber coming out this week to see what is happening. I initially thought it was a hot water heater issue because hot water would run out very quickly. I noticed the warm spot since calling the plumber. The county came out and replaced the water meters in my neighborhood. Could that have anything to do with my hot water issues? Thank you!

NO. I hope you did not do like many people do and replace the heater when you started to run out of hot water.

I experienced the same hot carpet in front of my master bath lavatory. My wife called my attention to it when she said, I hear water running when we were in the Master Bedroom. I went to the Water heater and closed the valve to the Water heater and she yelled out... you fixed it. That was when I realized I had to re-pipe my hot water lines. After a couple of years, I went into the attic and replaced the cold line also. I don't know how long that leak was going on but it wasted a lot of water for sure. I re-piped with copper, my material of choice.
