a second pipe below the outdoor tap is leaking, a plumber on a different business alerted me on this and asked me to contact builder. what could this pipe be ? it has a cap in the end and the leak is happening on the underside where there is an opening.

It could be from a water heater relief valve, condensation drain, pipe from a drain pan, etc. Can you follow the pipe inside the home ?

No, it doesn't appear on the other side of the garage wall. Thanks for your thoughts. I will call my builder.
