I live in a condo, second floor. Floor is fire retaining cement. Floor is crumbling at front and around waste flange and has no
wood base just wall insulation around it. I want to tile the floor. There was linoleum over floor, but I removed it. Flange screws seemed to just be screwed into cement. Flange and waste line are pvc.I`m stuck and not sure what to do.

The best thing to do is remove the existing flange, you may have to use an inside pipe cutter. Tile the floor then attach a new flange atop the tile. If the void around the pipe is too large you could probably fill it with a hydraulic cement.

Is the floor "concrete" or "gypcrete"? Gypcrete is a gypsum cement poured over a wood subfloor, for noise and fire resistance(used mainly in multi-story multi-family residential). If gypcrete, read up on prepping for tiling over gypcrete.
