Hello,
Can a power vented water heater be replaced with a direct vent model? Here's a picture of my current setup in the basement. The vent goes through the wall to the outside. Or am I stuck buying the more expensive power vent model? Thanks!

You can likely use a direct vent, but the exhaust will have to be completely changed. The termination outside may or may not have to be moved, depending on decks, windows, or doors.

The end of the vent isn't near any windows or anything else...so nothing to worry about there.
When you say change the exhaust, do you mean changing the black flex-pipe with a different type?

should be no problem at all.. some work on the cement blocks should be all you need to do.
the pipe is much larger since it is a pipe insde a pipe. it takes fresh air from outside thru the space around the exhaust.
this is what you are looking at..
