 Connecting a main copper line from street to meter

I'm trying to connect a 3/4" copper water line from street to Meter and the line is old and has a 1" brass compression valve. When I hooked it all up and turn water on from street it leaks at the base of this valve which has a sleeve on bottom side. The whole valve turns I can't get it tight enough or is it possible the line isn't tightened to what it screws into in the ground?

How can I replace or what should I use to replace this outdated valve?

to replace the 'curb stop' you need to get the city/town involved.

I think he is referring to the main shut off valve ahead of the meter in the basement. WE would need a photo of your valve to give a diagnosis.

possible that it is a flare fitting or you need a meter washer. i would try a washer one from the end of a garden hose will seal it. that is if you have meters like we have here. hope this helps.
