Should a main 3/4" shutoff be a sweat ball valve or a threaded ball valve?

sweat is easier to install on a copper water main. what is important is that the valve is 'full port'.
around here the water meter horns are always copper with union ends. although they can be gotten with threaded ends.

no worries having a soldered connection on the street side? I assumed joints were braized before the meter.
P.S.- I know theres lots of pros here... how long does it usually take you to take apart a meter, replace a valve and put it all back together?

no worries having a soft soldered connection inside the house.
as for replacement time?
water mains in different parts of the country are totally different.
some are buried many feet deep and some lay on the surface.
some have meters located in the basement at the foundation wall, some are in a crawl space under the house and some are in a hole in the front yard.
some are old galvanized pipe with a threaded valve, some are flared copper.
some guys still solder copper(i do most of the time) and some use propress.
anyway to answer your question.. anywhere from 1 to 4 hours...

If we were to "take apart a meter", we could be slapped with a $10,000.00 fine. The meter and the valve ahead of it are city property.

I assumed the shutoff (street>shutoff>meter>rest of house) was my responsibility. In addition to the pipe outside between curbstop and house.
City only responsible for curb stop, meter and check valve.
Is that out of the ordinary?

the meter and check valve are theirs. if the stop is located on your property, some towns will service it while others will not.

Be that as it may, the logic is usually that if something could start leaking, such as a shutoff valve, and the water is NOT going through the meter, such as a valve ahead of the meter, the city is not getting paid for it and they are responsible for repairing it unless they want to give the water away free.

as it turns out town says they only replace the valves if the water dept. causes a leak when replacing a meter or if the valve wont seat fully when replacing a meter.
As for the leak... its already fixed. No sweat at all... (pun intended, I have new threaded ball valve).
