I am concerned because the person installing my baseboard is telling me a return is not necessary!!!
Forced hot water by gas radiators on first floor and installing baseboard on 2 floor,
Doesn't all water/ steam need a return?

OP may not have proper terminology or knowledge
One Pipe Steam system only requires 1 pipe which acts as supply and return.
All Hydronic Systems (forced hot water) DO require a return. Either individual unit supply and return OR a loop system OR, repeat OR, a MonoFlow system which is a combination loop/individual unit system.

not being counterargumentative but if the hot feed water leaves the boiler and goes the the radiator/s something has to come back to the boiler to be reheated. maybe someone has invented something we don't know about? i'm still working on a perpetual motion machine. i almost had it but it stopped..
