If a toilet won't flush by pouring a bucket of water in the bowl,is it definitely a sewer line clog. Not the innerds of the tank?

IT is either the main line or the toilet itself. Either one could give the same symptoms and a bucket of water will not help to diagnose it.

if it is the toilet itself, a toilet auger will clear it.
if that doesn't work the the toilet needs to be removed and the piping below it needs to be cleared of the obstruction.

then you gotta pull the toilet and run a decent size snake wire down the pipe.

Yes, it would not have anything to do with the tank. You have a clog/blockage further down the line. Rent a sewer rodder and have a go at it.
