I live on the 8th floor, in my shower there's is only hot water and low water pressure
the bldg.. sez its my hot water heater ....doing the same thing to all apartments below me in my line ?????
rest of my apartment is fine just in shower ..I have a single faucet in shower I turns from right to left never a problem ..checked my electric company bill lower since less ac ... I think its their riser mixer since I suspect bldg. trying to save $$$ lowering water pressure ?? don't know for sure .....what's your guess...

turn on your bathroom sink hot. you say it has plenty of pressure.. now turn on the shower to hot. what happens to the bathroom sink? if it stays good pressure then the problem is in the shower valve.

If you truly have low pressure, its a condo issue and you should bring it to the attention of the Condo Advisory Group. You will need a written statement from a licensed plumber to support your issue when addressing the Advisory Group. You really have to have actual facts from other units when you present your comments to the same Group.
Then again, it might be a bad/aged mixing valve. What is the actual water pressure in your unit (PSI)
