To start, I have my own water heater in the duplex I live in. Whenever I run the hot water and the neighbors do the same, my pressure goes down. If they use 2 sources or more, my water goes down to a trickle.
Cold water runs freely and forcefully, so I know it's not a regulator valve or a PSI issue in the house. I followed the pipes and nothing is splitting into their side. My hot water goes to my clothes washer and sink (basement), kitchen sink and 1 bathroom (shower/sink). Cold water is on another pipe and additionally goes to outside spigots.
The house did have a water softener at one time. They plugged up the pipes to it (so there are extra pipes). I am assuming that's a cold water pipe anyway.
Thoughts on what could be causing this issue?

The problem most likely can be found on the cold water side of your system.
