A new water conditioner was recently installed in the home that I rent, and since then, despite thorough rinsing when washing my hands or dishes, I notice a waxy, tacky or sticky feeling until my hands are dry. Could this be the result of the water conditioner? Does something need adjustment? Is the cold water softened, as well as the hot water? I haven't noticed the effect from the cold water tap, yet. It doesn't seem to matter what kind of soap or dish detergent that I use.

Get it analysed by your water authority to make sure it is not harmful. Never heard of waxey feeling water without some type of chemical or product being mixed with it. But still learning.

It may be that the soft water has not made its way thru the water heater yet and just needs more time (gallons).
