 American Standard tub faucet still leaking

I am just plain lost. Don't know what else to try!
I replaced the hot and cold stems (and seats) on my tub faucet. I still get a slow drip! Have taken apart many times and everything seems right. Have replaced the flat o-ring a couple of times. I know it's making contact because I can see the imprint on the o-ring.
Any suggestions?????????????????
I installed the 9C-23H/C stems. Recently, the hot water flat O-ring seal broke (water would not shut off obviously) and had to take the stem back out to replace the flat o-ring.
Do I have something wrong with the valve seat or stem? I am installing the stem with it in the fully open position before screwing in. Using Danco Brand. The only thing I am confused about is the wave-washer that came with the new product. Not really sure if I installed that correct though. frowning
Any suggestions would be a great help. Been leaking for quite a while now ! Tired frowning(

The wave washer goes into the "hole" before you insert and tighten the stem. It is a "one time" think.

So can that be my problem why it keeps leaking? What does the wave washer do?

For those that want to know....Problem solved!
I installed another set of BRAND NEW Stems & Seats. The wave washer was already installed and in place (correctly this time). I kept it exactly the way it came in the package. I called Danco Technical Support, they confirmed that the wave washer must be correctly in place for the faucet not to leak. Installed about a week ago, and there has not been any issues thus far. NO SLOW LEAKS anymore !
I think (if I remember correctly) the wave washer was loosely on the stem on first purchase and I wasn't sure how it was supposed to be in place on the stem. Hence all my problems. And SLOW leak.

Anyway, thanks for the reply I received.
