 Leak under Bathroom sink, Cartridge style taps, after tightening taps still can be moved

I have a leak under my sink in my bathroom, its a two handle Taymor Cartridge style tap set, I replaced the rubbber washer and springs in both sides, which fixed the problem for about a day. Started leaking again so I simply tightened them further (under the impression you hand tighten the nuts that hold down cartridges, then turn a few times until a good firm torque with channel lock pliers), this again stopped the leak. About a week later, the leak started again. If I put my weight and strength into it I can still sort of move the whole base of the taps, no normal use would ever move them like that. But again I tightened even further, really feel like I'm almost over tightening at this point, but still I can put my weight into it and move the taps a bit. Should I continue tightening the cartridge nuts even more (not sure how much more they will tighten)? Or would it now be the mounting nuts on the underside? (not sure how to tighten those really without breaking plastic nubs, awkward spot). Or could it possibly be just cheap taps wearing out after about 6-7 years of use? Any feedback would be appreciated! Thank you!
