It's hooked up to my outdoor sprinkler system. Do I need it to make code and do I need one with the handles?

It's a vacuum breaker and should be installed at least 6" higher than the highest sprinkler head. No handles required.

No, unless local code is requiring it. The only issue of it being in the basement, is if it leaks water. Will that be a problem?

So should I bypass it and move the pressure valve outside? How do I find out what the code is? I live in Detroit, MI. Or would it just be cheaper to run the new pvc sprinkler system?

Call your local Building or Plumbing Department and ask them if an "Atmospheric Vacuum Breaker"(what you have) is allowed or if you need to have a "Pressure Vacuum Breaker Assembly"(what's shown in your last picture). Why are you questioning the current set-up?
