Was the 'mechanism' a Fluidmaster Toilet Sentry?

No, it was a quick fill something or other. could the hose that runs from the wall (water valve) to the toilet be blocked? should i go get a new one?

shut the water to the toilet, undo the hose from the mechanism, aim it into a bucket and turn on the water.
if you have water then take out the mechanism and look inside he shaft for a filter screen.
or if you can look up inside with a mirror you can do it that way.

Thank you everyone. I fixed it. i took the hose off and saw that it was all cruddy with like rust or something and that water WAS at the valve so i went and got a new hose and put it on and now everything is perfect. Mind you all that im a 36 year old woman with no help. I didnt even need help at the store
