 Water pressure declines while faucet runs...please help.

When you turn on the water in my house the pressure is fine however within a few minutes the water pressure starts to decline quickly until it is just a trickle. This occurs on ALL of the faucets, indoors and outdoors. We have had the water pressure checked and it is fine when it enters the house. If you start the washing machine, there is NO water at any other faucet in the house, not just reduced water, but none at all. All of the interior water lines were replaced with pex in May because the house was robbed and the copper pipes were stolen so there shouldn't be a blockage. We hired a plumber to install a new pressure regulator because he said the old one wasn't working at all causing the hot water heater to dump water from the release valve. He didn't remove the original, he just added the new one, but this solved the water heater issue. The water pressure was fine for about a month after this work was done but now it's awful. All the websites that we read list the same 4-5 issues to check including the main valve not being turned on completely, corrosion in the pipes, leaks, etc. but none of these things seem to be the problem. PLEASE someone help me. We just bought this house in May and it has already eaten all of our remaining savings in plumbing problems (there are other issues with the outgoing plumbing as well) so we're broke and I can't get my hair clean or even have a bubble bath since the water won't flow fast enough to make bubbles frowning

I suspect the old PRV(Pressure Reducing Valve) is causing this problem, as it seems to have failed mostly closed and is preventing full water flow.

Remove the old PRV if you can.

If you can't remove the old PRV, it may be possible to disassemble it and remove some internal parts so that the water can flow freely through it.

Correct, the inlet screen in the old reducing valve is clogged. It needs to be removed from the system.

or the inlet screen on the new valve is clogged and needs to be cleaned.

Hopefully you have a ball valve for the main shut off valve for your home. Gate valves often malfunction as they age because the stem strips out at the gate and you may think it is off or all the way on when it is not.
