 Best material to seal around pipe

When running a pvc pipe thru a masonry wall penetration, what is the best way to seal around the pipe?

I have very little space, like maybe 1/16 or 1/32 space to fill, so no way to use any compound with aggregate in it such as concrete or maybe even mortar.

Can this hydraulic cement stuff they sell at HD seal up a small gap like that to prevent rain intrusion?
I think I'm more comfortable with a cement rather than a caulk.

Hydraulic cement would be the best choice, I keep a bucket of it on the truck just for that purpose. It sets up quick so don't mix up more than a big handful or it'll set up before you use all of it.

Brick on block... So brick veneer on outside in front of blocks.

You seal it to the weather with caulk on the outside. If you have that tight a hole on the inside and want to dress it up a bit, just finger some thin-set around the pipe.
