I will be buying a new home next year. It is not a custom home so I can't make any changes. Builder provides a bathtub or shower and will not install a bidet. After the home is built, I plan on having one of the bathtubs replaced with a bidet which will be directly next to a toilet. Is this going to be a problem?

Same could be said about your plumbing question. You would need a licensed plumber in your area to perform an onsite inspection of your new house to determine a tangible answer to your questions.

The problems(s) are that the drain and water line locations will have to be moved.

If you can't make changes at least choose Shower because it has a 2" drain. You can move the drain and water lines to meet the specifications of the new Bidet later. Hopefully the drain will come from the side wall to facilitate relocating the Trap to its new position. This may or may not be an issue but you won't know until it is time to be installed.

if the builder is a decent person, why not ask to not have the tub installed? just put a trap under the floor and stub out a hot and cold about 6 inches high and 6 inches apart. ask to have the walls sheetrocked and painted and have the floor finished where the tub would have been. sounds like a reasonable request to me. the builder doesn't have to pay for a tub, tub drain and tub/shower valve nor the labor for installation.

bidets use a 1 1/2" drain and the tub drain would be closer to the location it would need for a bidet.
