Whenever water is running anywhere in the house (dishwasher, washer, toilet flushing, shower) the faucet in the upstairs bathroom makes screeching and chattering noises and drips/runs although off. The noise stops if you open the faucet and let it run. The worst is when you flush the toilet in that bathroom. The only way to stop the noise is to run the faucet until the toilet tank has finished filling.
We replaced the actual faucet, so the problem must be in the actual plumbing somewhere, I am guessing.
What should I do?

loose stem in the angle stop under the sink
either:
open it all the way forcibly
or
replace it

Call a plumber to find out what the REAL problem is before you start changing things that do not cure the problem, such as the angle stop under the faucet.
