 Is this a well in my yard? Or an abandoned Irrigation system?

Can anyone help me identify what this is? It looks like a small well? It is on the side of my home, near my sprinkler system valves. I live very right down the street from homes that have irrigation. I am not sure if this has something to do with the irrigation in the area, or my sprinkler system. The home was built in 1978 and I have owned the home for 3 years. Occasionally, it is filled with water, as it is in this photo. Other times, it just seems to be damp and muddy.

Just curious what you all thought!? Thanks!

I thought that too but the bottom seems to be hard and flat, maybe plastic? (hard to tell because its murky with about 6 inches of water). And I discovered about a month ago that the cleanout is definitely in the front yard, when I had to have my main line unplugged. Would it be possible to have 2 cleanouts? Could this have something to do with an old irrigation system? The functioning system is in the box to the right of the hole.

I would consider hiring a Pro, to trace and ID the opening and what it is attached to. Do your neighbors have the same setup? I would ask.
