I'm trying to save this old toilet that matches my sink and tub, but the bottom edge of the base was chipped (see picture).
Is there a product made for this kind of repair? I was thinking of using JB Weld and then white silicone calk, but then I have no experience with this kind of thing.

That is a "washdown" toilet and they were obsolete when it was installed. There is no way I would spend a penny trying to rejuvenate it.

What I, personally, would try:
Clean and 'prep' broken surfaces - lightly brush and clean with alcohol - let dry thouroughly.
Reset bowl normally.
Mix up some Plaster of Paris and caulk / fill the 'voids'.
Refill as necessary after the first 20 minute 'setting'.
LIGHTLY sand patch smooth using 220 or higher grit.
Use high gloss appliance paint on patch.
Resand and repaint as necessary.
