Does anyone know of a toilet offset flange that does the offset in the vertical part and not in the flange itself? I have a raised foundation and roughed in 4" ABS pipe and want to move the flange 2 inches to the side (the 12" rough offset is just fine).

Using a offset flange is not really the question. The real question is WHICH type you use. One is a round opening with vertical offset and requires that you cut the riser about 4" below the floor which is a good one. The other is an "oval" opening, with a "shelf" just below the toilet opening, which you cut the pipe about 1 1/2" below the floor, this is a bad one.
Maybe the original reply was just referring to the flange shown in attached?

If that flange had a metal ring, it would be the one to use.

that 'metal' being stainless steel. i have replaced way too many coated steel rings. they don't hold up, especially on cement..
