Hello!
For the last few months I have noticed when my neighbor turns on their outside hose my pipes vibrate and bang quite loudly. The noise seems to originate on the side of our house where our hose is located. I also noticed the floor vibrating while standing inside near that area of the house once. And I was even upstairs in the bathroom once and noticed it very loudly doing the same thing there. It only happens as they are turning it on not the whole time they run it or when it is shut off. This last time it happened I checked the meter that is in the basement to see if there was any movement and there was none. Thank you for any advice or help! Not sure what step to take to change this. We have lived here for almost 2 years now and only had this happen this summer. I not sure if there are outside meters also and if it helps we are an attached duplex style home.

It sounds like a loose washer on the hose bibb. I would take it apart and replace the washer and screw just to be sure and try it again.

It should be their side, but a pack of washers and screws is only a couple bucks, and you would be ahead to replace them all while you shut down the water. That way, you have new washers, and you won't just toss the rest of the pack into a drawer to be lost.
