Is it a code requirement to replace an old wrench turn type (nut) ng gas valve with a hand turn type valve when replacing a residential water heater? I think it is good practice to do so, but does the Fuel Gas code, Intl Residential Plumbing Guide or other code require this?

I think I would much rather have an old solid brass square head gas cock with double nuts on the bottom rather than an imported ball valve T handle style.
many times have I taken apart an old gas cock and applied gas cock grease to the tapered shaft. in fact I think I still have some of that grease in my dungeon storage..

unless the valve leaks or doesn't turn you do not have to replace it as it is grandfathered but if you do replace it has to be one that can be turned by hand
