We have a Hans Grohe Aktiva A8 shower head installed in 2003. Due to the CA drought we need very low water usage in the shower. I tried to search Hans Grohe parts but got no hits for a flow limiter or flow restrictor. Any suggestions?

please define "very low water usage" in gallons per minute flow rate..

If you have a 1/2" shower arm, then you can use a flow restrictor from any manufacture.

No, the controller is only pressure/temp.

Get a flat bibb faucet washer and remove the shower head, insert the washer, and replace the head. get one that is the same outside diameter as the shower arm. That will limit the flow. If it is too severe, use a drill and a pair of pliers to hold the washer and widen the hole. It will probably be a 5/8 washer.

KC is talking about making something like this `out of a plain old faucet washer.
the trick is to get the 1.5 GPM gerry brown wants you to use.
there are plenty of commercially available shower water restrictors available if you want to just buy one.
