On a 4" pvc cleanout in a finished basement, I used some Teflon based dope and tightened 1 and 1/4 turn past hand tight.
Is that too much? Should I back off on it?
Obivously don't want to stress the fitting or damage the threads getting it back off if needed.

thats hard to say. sometimes i've screwed in the plug and it catches about 1 turn and starts to become difficult to turn. sometimes they turn in so far that you wonder if it is a running thread.
what you did sounds fine to me. just make sure you used pipe dope safe for plastic and use plenty.

I probably should have mentioned. I used 12" channel locks.
What do you guys consider "snug"... is snug handtight? Or in this case, that full rotation past handtight was very easy with the channel locks, that last 1/4 turn I felt resistance starting. That's what I consider "snug" but I may be off base?

better to have it loaded with a good quality pipe dope and tighten it to just beyond snug than to skimp on the pipe dope and make it too tight.
remember, it is only a drain with no pressure to it. different from making up a joint on your water main with 80 PSI..
