my toilet makes a on / off hissing noise when i flush. the tank refills fine and pressure looks ok but noise is loud.
is this normal?

It could be debris anywhere from the stop to the fill valve diaphragm, or even the refill tube for the bowl could have come loose. What kind of toilet is it? can you take a picture of the parts in the tank and post a link to them on here?
I have seen ballcocks that were noisy like that before, but at this point I can't really narrow anything down.

Many FluidMaster ball cocks are noisey. Plastic seems to be noisey. I think noise also has to do with your water pressure and sizing of piping in your home. Smaller pipes tend to increase the speed at which the water moves through and other factors such as smoothness of the interior walls of piping. It is usually best to lower your water pressure to below 80 psi. Mine is set to 55 PSI.
