 need help reading an old permit, Los Angeles

Regarding los angeles permits: a hypothetical 2 unit addition to a single family home. Would the inspection/permit list "2 kitchen sinks, 2 lavs," etc, or would inspector also check the original single family, and list "3 kitchen sinks, 3 lavs," etc? Would it be different in 1985?

there is no way the permit can list anything more than what the installing plumber is installing.
now, whether the inspection shows some glaring deficiency in the existing plumber is another story.
if it is some problem that has been there for decades or if it some work that was done illegally a couple of years ago makes a big difference.

The permit would list the new work, but under some circumstances, the inspector MIGHT look at the existing installations for deficiencies.
