 Quarter turn shutoff valve won't completely close

I'm repairing a toilet, and need to turn off the supply line. The 1/4 turn shutoff will turn nicely to about 45 degrees, then very stiff until about 80 degrees. The water slows to a trickle, but not 100% stopped.

I have sprayed PB blaster to no avail as well as opened and closed dozens of times to see if I could work it free.

Would it be ok to use channel locks to help it move that last bit or is that asking for trouble and I should just replace it?

We have relatively hard water, so I'm guessing there is crud build up around the ball. It was installed 3 or 4 years ago and I don't think we've ever closed it.

The valve mfr is Keeney. No bonnet nut. See picture.

it is a 5 minute job to change it. turn off the water, remove the stainless hose, loosen the big nut that slides over the copper tubing and remove the valve. clean up the copper tube and and apply some grease before installing a new angle stop.
no need to cut off the big nut as it is compatible with a new shutoff.

Try the pliers and if they do not work, replace the valve.
