 Plastic tape under collar on joint?

I had a plumber do a job, I had a leak, when I took the kitchen cabinets out the plumber had glued the collar over the plastic tape which was put on there to stop the smell from the drain.... Is this legal?

my code says manufacturers installation method/s must be followed. if they tell you to cut the pipe square, prime the end of the pipe and the inside of the fitting. apply the glue, rotate and hold for a few seconds, then that is what you do.
i have never seen directions about gluing over tape.

Thanks for that information....the tape was over a saw cut and could not see it....so instead of repairing the pipe, he just glued over the tape !

how do you know the plumber didn't remove the tape and just glue everything?
what you describe does not sound like the world will end tomorrow. not a great job but barely acceptable.

Cos I have the pipe with the tape under the collar.... And it's caused a lot of damage to the timber floor

That doesn't sound like anything a licensed plumber would do at all. Even semi-competent handymen will use a flashlight to look at what they are working on.

well then the job was not done in a workmanship type manner so it should not have passed inspection.

I have no idea what you are referring to. What is this "collar" and where is it. We would need a picture to see what you are talking about.
