We are remodeling the bathroom in Chicago. The GC wants to build an additional wall on the existing exterior wall and put the water supply pipes in it. I'm paranoid, the winters can be bad. Would the second wall and extra insulation be enough to prevent the pipes from freezing??? Or should we rather put the pipes in the floor. (the bathroom is on the second floor).

That is only way code will permit. I suggest 2 x 6 wall, Double up installation on BOTH walls, install pex or uponor piping, and wrap/tape all piping to prevent drafts. Had place in Maine we did 10 years ago, no issues.
make sure you install lifetime valve if for a tub/shower like Moen or Delta.

Thank you! I really want to trust my GC, but everybody around says the piping in exterior walls is not recommended. I still have a polar vortex in my mind... Just wanted to make sure the extra wall will do the work.

insulate the outside wall really well and cover it with good, heavy plastic. then build the inside wall. you should be fine.
