How does a leak prior to the meter become evident?

If there was a leak prior to the meter, would the meter be spinning?

Ahead of the meter there would be a pond of water and the meter woule NOT be spinning. A leak in that spot is usually the responsibility of the water company to repair it.

around here the homeowner is responsible for the piping back to the corporation stop off the city/town water main. even if that stop is on the other side of the street.
yup, gotta pay for breaking the sidewalk and the street, hire a cop, replace the sidewalk and street and then come back 6 months later and check the street repair to make sure it didn't sink. if it did, gotta rip it up and re-hot top.

Just to clarify, you mean PRIOR to the meter there would be a pond. So a leak PRIOR to meter would have no effect on the meter spin?

In my case, its under a driveway... so im not sure if ponding would be evident.

Leaks prior to the meter will not make the meter spin, no. Do you suspect a leak in you main water line? Have you seen something that leads you to think this? If water is leaking and washing away to a different location, it can undermine the area and cause (basically) a sinkhole.

In that case, since the the leak is not going through the meter, so I am not paying for the water, I would just let it leak.
