do you mean that after it flushes, it continues to dump water from the tank into the bowl until it flushes again?
that would be too much water.
if it flushes and continues to pull water down the bowl, that is usually a partial stoppage or no vent.

Too much water? It means the waterways from the tank to the bowl are restricted and don't supply enough water to maintain the flush. Clean and delime the jets with CLR through the overflow tube and a piece of wire or a small allen wrench in the holes under the rim of bowl.

It could also be a flapper that is staying open too long. Is it a Kohler toilet? I have found that Kohler toilets tend to be be finicky about replacement flappers (I've had some double-flush after installing a generic flapper), so now I only use genuine Kohler flappers on Kohler toilets.
If not a Kohler, some toilets have adjustable flappers, so the flapper may need to be adjusted so it will close at the right time for a proper flush (known as flapper 'timing').
