What is this noise?! Seems to come from pipe underneath stairs. Can't connect it to rain, water running, water not running, wind.....Sounds like some sort of valve. Haven't been able to call a plumber because it is intermittent, and I can't guarantee it will be doing it when the person is here. Is there a way to post sound?

Without more information and hearing the sound, it is just a guess, but most "intermittent" sounds are caused by failing toilet fill valves. Where you hear the sound is not always where it is happening.

Agree, and often the sound will come later after the toilet is flushed and you have left the room. Sounds kinda like a gremlin practicing trumpet lessons (badly).
