2nd storey and basement toilet both have cyclical water leaking every 10 minutes, sounds like leak, new toilet installed, same problem. I think it may be the actual sewer pipe or home plumbing as no leak is found and floats, rubber seals have all been replaced. one plumber came and said he had no idea (lol). it sounds like water is pulling from the toilet on a cycle, not continuous. no water leaks found any wear, everything nice and dry. we live in a townhouse and the adjacent homes have no issue, home is 20 years old only. we now turn off the water flow to the 2nd storey master to avoid the noise all night long. Crazy problem.

The problem is a leaking flapper in the toilet. As it leaks and allows the water level to drop, the fill valve refills the tank to the proper level. If your plumber can't diagnose a leaking flapper, he needs to find a new career.

Get a better plumber because that one does not know what he is doing. There are only a few things that will make a toilet "cycle" and a good plumber could figure out which one it is in about 2 minutes.

It is possible that the toilet is siphoning through the overflow. If the fill tube is not clipped to the overflow to provide an air gap it will siphon the tank water to the bowl and cause the tank to refill periodically. I have seen many people throw away the provided clip and just shove the tube down the overflow.

That will usually cause the tank to refill about every 2 minutes, not every 10.
