Shut off valve hole

I have two shut off valves; the city valve is out by the street, and there is also another shut off right by the house. I just had the one by the house replaced, and am in the process of replacing the meter box. I've dug below the pipe and am going to put in some pea gravel for drainage (so I've read in this forum) and some sand just below the pipe (per my plumber). Question is, how do I keep water from ponding inside the box? The way I figure, the valve itself is logically going to occupy the low ground. Is there a way to keep the water on the outside of the box from seeping inside, at least no more than just a bit?
