why does my hot water heater always running it never shuts off always adding water an heating water seems like it is over filling an draining on the outside of my house

If your house is built on a slab, you probably have a leak under the slab.

but y when i shut the valve off of the water heater it stop
like its overflowing the tank

no what im asking is why is my water tank constanly filling an overflowing my tank an it is going out the drain thru my slab

possibly the shut off does not stop the water. try the main shut off just to make sure.

Your post is unclear but it sounds like your temperature and pressure valve tripped, and it is probably stuck in the open position from calcium deposits. Is your heater gas or electric? Do you have a pressure reducing valve? Do you have a thermal expansion tank?
