 Joining 4" female PVC to 3" female PVC toilet flange

I have a toilet flange with a 3" female outlet


which appears to nest perfectly within the 4" female elbow I have leading up right to the flange



I wanted to know if its acceptable to bond these to one another via PVC primer/cement as you would normally do with a male/female connection and if that would be residential code compliant.

Thanks Steve, that was my inclination and I just wanted to make sure that was not something which would cause me to fail the plumbing inspection by the county.

Yes, it is listed as a 4x3 flange.

You just need to throw a short pic nipple in between th.e 2 hubs there
