I saw a handyman using a bladder with a water hose trying to clear a sewer line that was blocked with toilet waste, the hose was attached to an exterior hose Bibb valve without a vacuum breaker. It took several minutes to clear in this way. Can this situation contaminate the potable water?

It COULD but only if the water system was turned off and drained creating a suction in the water lines. But, it could occur with a garden hose lying on the ground or in a swimming pool which is why they should ALL, always, have vacuum breakers on them.

Yes it could have if the conditions were present; that is, backpressure or backsiphonage.

I've never used one, but don't they have a check in them to hold pressure if the hose is turned off? Maybe that is the fire hose looking ones..
