 Low hot water pressure in tub

Trying to fix a problem for a neighbor that can't afford a plumber, she has low hot water pressure in tub, it's a dribble coming out. I have replaced stem, have excellent water pressure when the stem is removed. All the other hot water faucets work fine, just this tub faucet, it is on second floor of home. Any suggestions or advice would be most helpful, would like to help them out

NOt a lot to go on, but since I assume this is a tub/shower valve, the valve has a restrictor where the hot/cold/tub/shower outlets merge and something is blocking the hot side. You may be able to cap the shower riser, remove the hot stem and tub spout, then blow through the spout's pipe to eject whatever it is out through the hot water opening. OR, cap both the shower and tub spouts and turn on the cold water to do the same thing.

ok thats a good start to fixing problem, what other info can I provide to assist in figuring out this problem. They have been good neighbors that have fallen on hard times and would really like to help them.

capping the tub spout and shower head, shutting off the hot water and removing the stem, then back flushing with cold water as hj suggested is about as easy and effective as you could ever want. Try that first and see if it takes care of the problem. I am guessing that a rubber washer from a globe valve is lodged in there and it should blow out and work fine after back flushing it.
