I assume my tankless hot water heater is frozen as it got down to 9 degrees last night and my cold water works fine. It is not getting above freezing today and the hot water is still not working. The tank is on the outside of the garage and I am on a slab. Will taking a blow dryer to the pipes outside the garage really thaw the pipes? As I am reading online all of the things to check, I also assume I have to take off the cover to get to this stuff.

if you cover it with a tarp like a small tent to keep the heat inside, you will have a better chance of thawing it.
keep your hot water faucet open and apply as much heat as you safely can.

A Frozen Tankless Heater, could be damaged. Thawing will only reveal its defect. If you can remove the cover, look for deformities caused by the freeze.
