I'm doing a plumbing rough in for a vanity with a drawer.The shelf is 15 inches from finished floor. The bottom of the vanity bowl is 14 and 1/2 inches from the drawer shelf.Could someone tell me what height I should place my supply and waste lines?

Not until you tell us how "deep" the sink will be in the cabinet, and how far down the bottom of the "P" trap is below the center of its outlet.

rough the waste at approx 20 inches off the finish floor and the water approx 22.

He would have to measure the trap to be sure it does not interfere with the shelf.

The cabinet is 34 and 1/2 inches high. The bottom of the bowl is 6 inches down. The bottom of the P trap is six inches from the center of the outlet.

IN that case. the opening in the wall would have to 22" above the floor to keep the trap above the shelf and have room to install and remove the trap "U" bend. BUt, you would also have to measure the distance the drain hangs down below the sink, and the insertion int the trap be sure tha is not too high. Trying to fit a sink into a cabinet with a shelf can require very precise measurements both above and below the opening in the wall to get it to fit.

here we can't use the toy traps. we have to use a glued on trap with a plug in the bottom. so, very often we have to cut a slot in the back of the shelf to accomodate the PVC p-trap..

Try a standard roughing of 16-22-8
trap - 16" AFF
water - 22" AFF
spread - 8" C-C
modify cabinet as necessary

16 is a little low off floor.
i worked for a guy (years ago) who wanted lav sink drains roughed at 21-22.
most sinks were wall hung back then and the boss was too cheap to pay for a 1 1/4 chrome extension. he wanted the trap high enough that the 4 inch long tailpiece reached the trap inlet.
