I was looking to replace my 12 year old water heater. The plumber told me that regular water heaters will not be available starting 2018 and advised me to get a tankless combo unit that would replace both my water heater and my boiler as well. My boiler is also over 30 years old.
Does this sound right? Are they doing away with the water heaters in the ext few years and replacing them with tankless ones?

They are changing the specifications this year, but will NEVER eliminate conventional water heaters.

his facts are a little mixed up but he is being honest with you.
things are changing faster than we can keep up with.
i talked 6 different customers into the new hybrid electric water heaters this summer/fall.
now electric rates have doubled and heating oil is selling for 1/2 of what it sold for last year.
it used to be that a nice efficient triple pass oil boiler with an indirect water heater next to it was the way to go. THEN oil prices skyrocketed and natural gas seemed the way to go.
now electric is way up oil is way down and natural gas is on the rise.
i give up...

Combi boilers can work well in a home. Selecting the correct one involves doing a heat loss of the home, and knowing the domestic load for hot water usage. Not all plumbers know how to do these calculations, and should not be installing them. I'd be interested in which one he recommends.

Replace the water heater when it leaks. Replace the boiler when that leaks. I prefer separate units, but that's me.

Sounds like he's trying to upsell you something you don't NEED. A properly maintained boiler will last a very long time.
