if you are on a septic system and the ground water is higher at those times of the year, that would cause it..

The toilet may have a venting problem, or be partially obstructed. Most (not all) plumbing issues happen irrespective of the weather or season. When people have more kitchen sink problems it is generally due to the fact that they are putting more garbage and grease down the drain. It usually happens in the winter and spring because of the weather outside that may temp them to not take out the garbage as often and use the disposal more, and they eat at home more because they don't want to go out. The same thing can happen in the winter and spring with toilets because people are getting less dietary fiber from fresh fruits and vegetables. I'm not going to explain that any further.
